Our Reference Models
The Quebec Childcare Centres (CPE) Model
Launched in 1997
The CPE model transformed childcare into a universal, high-quality, and accessible early education system. As non-profit centres managed with significant parent involvement, CPEs demonstrated that structured, play-based environments are powerful drivers of holistic child development.
Core Inspiration for Rulindo:
This model guides our focus on establishing quality, community-anchored Early Childhood Development (ECD) Centres. It informs our standards for creating safe, stimulating spaces that actively foster children’s motor, cognitive, language, and social-emotional development key pillars of our Rulindo hubs.

The Passe-Partout Program
Established in 1978
The Passe-Partout program is a landmark family-support initiative. It focuses on preparing children for school by actively empowering their parents, fostering strong collaboration between families, educators, and health professionals.
Core Inspiration for Rulindo:
This program directly shapes our Parental & Community Engagement component. It underscores our belief that sustainable change requires working with families. We adapt its principles to our parenting workshops and community mobilization, ensuring parents are equipped as confident co-educators and strong links are built between homes, ECD centres, and local health services.
