Alignement to national Policies

The importance of ECD in Rwanda cannot be overstated.

In fact, it provides:

  • Foundation for Lifelong Learning

  • Social and Emotional Well-being

  • Health and Nutrition

  • Equity and Inclusion

  • Economic Development

01

National Early Childhood Development Policy (NECDP)

Adopted in 2011, the NECDP ensures holistic child development from conception to age eight. It champions multi-sector collaboration, community participation, and strategic investment in ECD to build a strong lifelong foundation for learning and well-being. It was subsequently translated into a strategic plan (2018-2024) called “My Child, My Pride”.

02

National Strategy for Transformation (vision 2050)

Rwanda’s Vision 2050 maps the long-term strategic direction for “the Rwanda we want.” It outlines clear pathways to achieve national ambitions, emphasizing human capital development as a key pillar for sustainable prosperity and societal transformation.

03

Rwanda Early Learning and Development Standards (2025)

These standards are the result of the overall efforts of the government of the Republic of Rwanda, through the National Child Development Agency (NCDA) for improving the quality of early childhood development services for children from conception to 6 years of age in Rwanda.

04

National Parenting Curriculum

In 2019, a National Parenting Curriculum was developed, aimed at engaging both parents and different stakeholders and ensuring that all children have access to positive, responsive and nurturing care. It will ensure that all parents have the knowledge and skills to support their children in daily practices and learning, building from existing knowledge, attitudes and practices in Rwanda to improve ECD services delivery in urban and rural areas.
